Sir:-

With reference to the letter from this Office of the 18th instant, I am directed by Secretary Sir Edward Grey to transmit to you herewith, to be laid before the Secretary of State for the Colonies a copy of a Note which has been received from the American Ambassador regarding the proposed Joint Commission on Opium.

I am to enquire whether in the Earl of Crewe's opinion the draft Note contained in the letter already mentioned should stand, subject to the necessary verbal alterations to meet the present position of the case, and I am to request that an answer may be returned to that letter as soon as possible.

Sir E. Grey will be glad to learn at the same time whether the Earl of Crewe has any objection to the date of the meeting of the Joint Commission at Shanghai
